Luciana Lossio – First Female TSE Minister

Human rights proponent and electoral law expert, Luciano Lossio, was sworn in as Minister of the Superior Electoral Court, or TSE, on February 26, 2013. The seat was vacated by Arnaldo Versiani, who had recently resigned. She is the first woman elected to this position in the Court’s history. The TSE is Brazil’s highest court. Cases heard here are not eligible for any appeals process unless the proceedings or rulings violated the country’s constitution. It is part of the electoral branch of the law and has seven members. Three members are voted in via secret votes from the Justices of the Superior Federal Court. Two more members are voted for by Justices of the Superior Court of Justice, again by secret vote. The last two members are attorneys who are appointed by the President of Brazil. He chooses from among a small group attorneys who have been singled out for their outstanding achievements, knowledge of law and procedure and outstanding moral values and behavior.

There are a limited number of women in positions of authority in the governmental branches of the law in Brazil. This is attributed to a low number of females enrolled in law school. Lossio’s appointment is seen as a step in the right direction and is indicative of a positive future for Brazilian courts as a whole.

Lossio has been serving as a substitute minister for a number of years. She is a well-respected law graduate of University Center of Brasilia. She has also taken several post graduate courses that directly increase her knowledge as related to serving as a Minister.

Luciana previously worked in the Attorney General’s office and served in an advisory capacity on cases where TSE and the federal court were involved. Her ethics during these proceedings was noted and she garnered much respect as a result of her work on those cases. Her professionalism is of great importance to those who supported her and was a factor in her appointment.
